In January 2015, PEL Services completed the contract to design, supply, test and commission the largest ever Bosch DCN Multimedia Conference system, the final stage in refurbishment of the Ghanaian Parliament debating chamber, in Accra.
The new Bosch DCN system configured by PEL Services Ltd has enabled enhanced interaction between MPs during debates. The chamber now has a paperless environment where MPs can use their individual touch-screens to vote electronically, retrieve documents and share presentations in high resolution, as well as accessing the internet.
These voting facilities are interfaced with large screen LCD video monitors, to display voting results.
The system installed in the Parliament consists of 275 Delegate Discussion Units, each equipped with a microphone. This makes it the largest system of its kind, installed, anywhere in the world.
PEL was awarded this prestigious project by China State Hualong Construction Ghana (CSHC), the first UK company CSHC has appointed in its 25 year history, following an international tender.
Bosch Multimedia Conference System Design and Assembly
PEL worked with CSHC and Bosch to validate the design scheme and then assembled a complete system of 290 DCN Multimedia delegate units and associated AV equipment, to facilitate a full Factory Acceptance Test (FAT) in its UK Technical Services department. The system passed with flying colours and all AV equipment was exported by air to site.
Multimedia System Installation
PEL technicians attended Accra to supervise cabling and directly undertake the 2nd fix, testing and commissioning of the complete system on site. Due to delays earlier in the wider refurbishment critical path, Parliament returned from recess during the final completion phase such that PEL were obliged to accommodate installation of some ancilliary equipment, working only at weekends and after 4pm on weekdays, to prevent disruption to MPs.
Additional Features - HD Cameras, LCD Screens and Large-screen Projectors
HD cameras were incorporated by PEL into the system; these enable MPs to clearly view the Speaker and each debate participant, either on their desktop device, the curved large-format LCD screens and/or large-screen projectors, also supplied by PEL. Video is then distributed to various monitors around the greater Parliament building; audio is routed to the "Hansard" office of the Parliament, for publication of the debates. These are to be fed to a webcast server in the near future.
As a Crestron ProPartner, PEL also supplied the Parliament with a control system for all the new AV equipment via a wireless handheld touch-screen unit.
Reliability: Open Protocol System using Ethernet Networks
As an open protocol system, the Bosch DCN Multimedia Conference system operates over standard Ethernet networks, for flexibility and cost-effectiveness, while remaining highly reliable and secure - essential for a system that will be used four days a week for at least eight months of each year.
